Contracting Proposals

Submit a Proposal

Summit County Department of Job and Family Services (DJFS) accepts proposals from organizations interested in providing Temporary Assistance for Needy Families Prevention, Retention and Contingency (TANF PRC) services.

Who May Submit a Proposal

Proposals may be submitted by:

  • For-profit entities
  • Nonprofit organizations with current 501(c)(3) status
  • Organizations working with a fiscal agent that has current 501(c)(3) status

An organization is not eligible to serve as a DJFS TANF PRC service provider if it:

  • Has been debarred, suspended or otherwise determined to be ineligible to participate in federal assistance programs
  • Has an unresolved finding for recovery issued by the Ohio Auditor of State since 2001

Proposal Process Questions

All questions about the proposal process must be submitted by email to SUMMIT_CONTRACTS@jfs.ohio.gov. Phone calls regarding the proposal process will not be accepted.

How to Submit a Proposal

Proposals must be submitted electronically to SUMMIT_CONTRACTS@jfs.ohio.gov.

Hard-copy proposals will not be accepted.

Required Proposal Content

A complete proposal must include the following three DJFS forms, available under the Contracting Instructions and Forms section:

  1. Program Plan Form
    Describes the proposed program or service.
  2. Budget Form
    Provides a detailed breakdown of the proposed service costs.
  3. Provider Contact Information Form
    Provides the organization’s primary contact and organizational information.

Incomplete proposals may not be considered for funding.

What Happens After Submission

DJFS will send an email confirming that your organization’s proposal has been received.

Confirmation of receipt does not constitute a funding offer, implied funding offer or promise by DJFS to purchase the proposed services.

DJFS will evaluate the proposal based on its compatibility with current departmental service needs. Your organization will receive written notification of the review outcome within 60 days of the proposal’s receipt.

If a Proposal Is Selected

Organizations selected for funding will receive a contract offer that includes:

  • The proposed contract amount
  • Contract effective dates
  • Services to be purchased
  • Additional documents or information that must be submitted

All contract offers are contingent upon DJFS funding allocations from the State of Ohio. Contracts are also subject to approval by the Summit County Board of Control and Summit County Council.
